An Open Letter to the City of Mechanicville
Dear Community Members,
On behalf of the Mechanicville Housing Authority Board of Commissioners, and in collaboration with its Development Partners, WBP Development LLC and Duvernay + Brooks, LLC, Preliminary Plans have been prepared for the comprehensive redevelopment and rehabilitation of its two residential communities, John S. Moore Homes and Davenport Estates.
PRELIMINARY PLANS:
- Include one-for-one replacement of existing public housing units under the U.S. Dept. of Housing and Urban Development (HUD) Rental Assistance Demonstration (RAD) Program.
- In response to the request of New York State, and in recognition that redevelopment will require significant state investment to help address the statewide housing crisis, we seek to preserve and expand affordable housing opportunities. This includes the creation of additional workforce housing units at the John S. Moore site.
- Address explanation of why now and guiding principles, potential scope of work, takeaways from first resident meeting(s), examples of building designs, temporary resident relocation plans (if necessary), energy efficiency improvements, safety & security, parking, bus stop, recreational areas, services, proposed timeline, etc.
- The project includes rebranding the development as Ellsworth Manor, incorporating a historical reference to Mechanicville, in place of the existing John S. Moore Homes name.
The Preliminary Plan is available for public inspection on our website, www.mechanicvillehousing.org and at the Authority’s main office during regular business hours (9:00 a.m. – 4:30 p.m.) located at 2 Harris Avenue, Suite 1, Mechanicville, NY 12118.
All interested persons, residents, and organizations may submit written comments on the Preliminary Plans until May 07, 2026, to:

The Mechanicville Housing Authority remains unwavering in its dedication to work alongside the City Council and the entire Community in promoting housing stability for individuals and families. This initiative addresses the surging waiting list in light of the housing crisis, with the objective of improving and revitalizing the quality of life in our Community. In collaboration with our Development Partners, HUD, and New York State, we are committed to ensuring that this process is as transparent as possible while minimizing disruption for all parties involved.
